国务院发布的《农业保险条例》(简称《条例》)自2013年3月1日起实施,这是中国农业保险法治化的重大进展,但还有很多不尽如人意的地方。本文将结合实践中存在的问题,对《农业保险条例》的缺失进行分析,给出建议,并期望对保险监督管理委员会制定《农业保险条例实施细则》(简称《细则》)起到一定的借鉴作用。
