Abstract: The present mode of beneficial agriculture in mountainous district exists the motivation and mechanism of exploiting the peasant labor in a real or a disguised form potentially , which is impossible to educe the fundamental policy to make rural areas prosperous , agriculture efficient and peasants rich .The joint-stock system is the key to the prosperous development of beneficial agriculture in mountainous district .The most important part to protect separate peasants, rights and interests is to make it sure that the able leaders among the peasants become the absolute representatives .
